Since Europe in February is super duper cold, I think it’d be easier to tour around Spain, southern France, or Greece near the coastline.
I’d also recommend going with a tour group to southern Italy. You need to be cautious if you’re going alone. You might need to be a bit creative with your photos as it’s usually very cloudy during that time.
The European mountains in February are great for those who enjoy winter sports.

Also it might take you some time to get there, but I highly recommend Malta since the climate is warm, there are historic sites and very beautiful islands!
It’s quite a safe place so you can take a leisurely stroll around and sightsee.

The island is famous for its use of rabbit meat in cuisine, so rabbit lovers be warned.
